SUBSTANCE: invention relates to encoding/decoding for performing a cross-component adaptive loop filtering (CCALF) process. Disclosed is an encoder which performs a CCALF process for a current block, sets a first flag indicating whether or not the CCALF process is activated for the first block, wherein the first block is adjacent to the left side of the current block, wherein sets a second flag indicating whether the CCALF process is activated for the second unit, wherein the second block is adjacent to the upper side of the current block and sets the third flag indicating that the CCALF process is activated for the current block, and also determines the first index associated with the colour component of the current block. Retrieves the second index indicating the context model using the first flag, the second flag and the first index and performs entropy coding of the third flag indicating whether the CCALF process is activated for the current block using the context model indicated by the second index.

EFFECT: high efficiency of encoding/decoding.
