SUBSTANCE: device includes a divider unit, the output of which is connected to one of the inputs of an inhibit element through a noise analyser, the other inputs of which are respectively connected to the output of a video detector and one of the outputs of a control unit, the other output of which is connected to the first input of a random number sensor, the second input of which is connected to the input of a divider unit and the other input of the inhibit element, and the other output of the noise analyser is connected to the input of a comparator unit; the device also includes a switch, a register, an additional comparator unit, an AND element and an output divider unit, as well as a memory unit, wherein the output of the random number sensor is connected through the memory unit to other inputs of the AND element and the additional comparator unit, the output of which is connected to the other input of the memory unit, the inputs of the switch are respectively connected to the output of the comparator unit, the output of the video detector, the input of the divider unit and the output of the output divider unit, the other inputs of which are respectively connected to an additional output of the control unit and the output of the inhibit element.
