Lever 5 which is also connected to clamping member 7 and steering handle 9 is pivotally connected to body 2. Steering handle 9 is made in the form of a double-arm lever. One arm of the double-arm lever is fixed by stop 4, and the other arm is connected to the blocking member. The hinge axles connecting lever 5 and stop 4 to body 2 are aligned.
