Rotary flaps 7 are mounted on axles 8 in the cavity of outer shell 6. Under the action of the air flow rotary flaps 7 are freely turned on axles 8 with a rib down the flow, that is, the longitudinal axis of flaps 7 is aligned with the flow direction. As a result the air flow passes at maximum drag. To cut the column off gear plate 11 is raised and grips spherical heads 10 of axles 8 by its teeth and moves them along slotted holes 4 of inner shell 3 up to stop 5.
