FIELD: transport mechanical engineering. SUBSTANCE: device has a centripetal fan with a drive set up on the platform, a rectifying apparatus and heat exchange members mounted along the circumference and connected and paddles. The paddles are disposed from the exterior side of the heat exchange members and are fixed together with them on the movable part of the platform. The collectors are connected with the input and output branch pipes by means of additional collectors. A gasket is mounted on the junctions of the latter with the movable and stationary parts of the platform. The fan drive is switched on for cooling the liquid circulating in the heat exchange members with the free air. The fan drive brings into rotation the fan, the heat exchange members and the paddles. The paddles guide the air to the heat exchange members and the paddles. The paddles guide the air to the heat exchange members travelling nearby and cool the liquid circulating in them.
