SUBSTANCE: powder of a refractory rare metal oxide is mixed with powder of a rare-earth metal oxide in presence of powder of an alkaline and/or alkaline earth metal halide in the proportion of (by volume): rare-earth metal oxide : refractory rare metal oxide : alkaline and/or alkaline earth metal halide 1 : (0.25-0.75) : (0.5-1.0).
