SUBSTANCE: device comprises mechanism for fastening ends of wrapping material in the form of working member, its reciprocating drive, and end point mounted and spring-loaded on said working member. The point has a hole for passage of wrapping material. Reciprocating drive of working member has the form of gear racks mounted on machine bed square to each other. One of the racks is connected with rod of power cylinder while the other one, with working member. The device is provided with a means for setting working wheel to initial position. Said means is made as a roller for interaction with working wheel, and a power cylinder whose rod is connected with roller. The wheel has a slot of the same shape of that of roller.
