SUBSTANCE: device has compressed air source 3 connected with nozzle entry 1 of vortex tube 2, pipe 4 made of dielectric material and intended for outflow of cold stream, ionizer made in the form of casing disposed round cold stream output pipe and provided with groove stretching tangentially to vortex tube in direction of nozzle entry 1, positive electrode 7 connected with casing, negative needle-shaped electrode 8 positioned along axis of cold stream outflow pipe and directed with its sharp tip towards its outlet end 9, diaphragm mounted rotatably relative to its axis. One of housing end faces is provided with helical flute, which forms together with groove tangential-helical nozzle entry beginning with section made on cylindrical surface of diaphragm body.
