FIELD: measuring devices. SUBSTANCE: device has reservoir which is connected to tank and is filled by solution of surface-active substance. Vertical measuring burette with scale is placed in reservoir and has two ring electrodes and two position gauges. Compensation electrode and valve of outlet are mounted in lower part of reservoir. Processing circuit has two detectors, OR gate, first and second direct voltage sources, current meter, scaling unit, controlled oscillator, flip-flop, starting element, two clamping circuits, frequency meter, comparator, indicator, adder.
