FIELD: mechanical engineering. SUBSTANCE: device is equipped with the mechanism of flexible member antisliding and with guides in which the cylinder axis for forward motion is disposed. The axis is connected with a flexible link for securing the preliminary pulling of the flexible member. A brake is placed on the cylinder axis and kinematically connected with it. The brake is made at least as two friction clutches, one of them is connected with the cylinder, the other is mounted on the axis for axial displacement and interacting with the pressing member loosely mounted on the axis and connected with the tool of adjusting the braking torque magnitude. In case the flexible member is made of flexible band, the mechanism of its antisliding is made as rollers spring-loaded relative to the base which interact with the section of the flexible band embracing the cylinder. If the flexible member is made in the shape of resilient wire the device is equipped with a brake mounted on the base and connected with a drum for the flexible member self-tightening. The antisliding mechanism comprises a ring member with a groove connected with the cylinder. Besides, the mentioned brake can be made with a flexible member located between the pressing member and the friction disk set with a gap relative to each other.
