FIELD: radiolocation. SUBSTANCE: electron concentration is calculated from the relation, given in the description of the invention. In order to exclude unknown additive constant of phase shift the corrected phase shift is introduced into one component of received signal primarily. Value of the shift is regulated in such a manner, that phase difference between the components should be convenient for measurements. Device has radio-transmitting unit, synchronizing unit, controlled time pulse delay unit, usual component receiver and unusual component receiver for receiving non-coherent dissipation of ionosphere, controlled phase shifter, switch, signal multiplier, lower frequency filter, zero indicator.
