The ratio of the components being as follows (wt %): 0.23-0.32 carbon; 0.3-0.7 manganese; 0.1-0.4 silicon; 1.6-1.9 chromium; 0.6-0.9 molybdenum; 0.1-0.6 nickel; 0.15-0.25 vanadium; 0.004-0.02 sulfur; 0.001-0.006 calcium; 0.001-0.004 magnesium, and iron, the balance.
