SUBSTANCE: device has power supply, the first battery of capacitors, electromechanical force exciter, vibration converter, phase inverter, booster, OR element, NOT element. The second capacitor battery is introduced to perform possible signal phase correction. Vibrating exciter negative feedback circuit is used to accelerate oscillation transient damping after passing through the main impact pulse, conditioned by the first capacitor battery discharge at the expense of the discharge into exciting wind of the second capacitor battery.
