FIELD: public utilities. SUBSTANCE: head is created in pipe-line provided with safety pass gates for centralized or regional turning on and off capabilities. Working medium head is reduced periodically or when getting alarm signal in control points of the pipe-line till achieving level and period being necessary for operation of pipe-line and bistable safety gates at consumers' places with minimal and maximal period of operation. After that the head is improved to maximal one. Consumers themselves open operated bistable safety gates, pipe-line gates are opened centralized or locally. Drain and head cavities of the case are separated one from the other by partition provided with pass-through channel. Control locking member is placed close to the channel inside drain cavity; the locking member is connected with driving member. There is safety locking member is head cavity; the member is loaded at the direction of the channel and has a pusher which interacts with control locking member or with its drive through the channel.
