FIELD: ferrous metallurgy. SUBSTANCE: converter has lined vessel 1 carrying head 2 with vertical through cavity 3, which is closed from top by cover 4. Vessel 1 and head 2 are interconnected in hermetically sealed relation so that annular cavity 5 is formed. Cavity 5 is not filled with melt during operation of converter. Slag hole 6 is communicated with cavity 3 at the level higher than upper cut of vessel 1. Gas discharge pipe 7 is introduced into cavity 3 through bottom at the level of slag hole 6. Dust catcher 8 connected to discharge pipe 7 from bottom is communicated with waste fume heat recovery device, gas purifier and other units through opening 9. Tuyeres 10 and discharge channel 11 are disposed in vessel bottom. Converter heat work is provided by plasmatrons 12 or/and other heaters. Melt guide 13 for supplying melt to converter is introduced into clearance between head 2 and gas discharge pipe 7 below slag hole 6, i.e. below melt level in this clearance. Converter is provided with locking fittings, meters and dosers for control and regulation of process. EFFECT: increased efficiency and wider operational capabilities. 2 cl, 1 dwg
