FIELD: television engineering. SUBSTANCE: method involves modulation of subcarrier frequencies by color-difference signals, addition of signal obtained to brightness signal; full high- and low-frequency video band signals are discriminated in reception, color-difference signals are formed together with brightness signal; in transmission vertical-time spectra of video signal are clipped and lines of color-difference signals and high-frequency components of brightness signal are selected; each remaining line is transmitted twice in two adjacent lines of frame; in reception, transmitted lines of color-difference signals and high-frequency components of brightness signal are interpolated. Device for implementing this method has two horizontal low-frequency filters, three vertical-time low-frequency filters, two delay lines, three switches, phase switch, frequency modulator, equalizing delay line, and adder on the encoding end; two horizontal low-frequency filters, field delay line, equalizing delay line, two adders, subtracter, frequency detector, three interpolators on the decoding end.
