SUBSTANCE: activating apparatus has a housing with covers, charging and discharging branch pipes, an irradiator in the form of concentrically arranged cylindrical piezoceramic irradiating members with Teflon tubes. An outer irradiating member with use of damping gasket is joined with the charging-branch pipe, the remaining irradiating members are mutually connected in their upper portion by a partition, slightly inclined relative to a vertical line, and have openings. An inner irradiating member is fixed by a damping gasket in a necking part and by the cover, and it is joined with a cavity of the discharging branch pipe, arranged on the cover.
