FIELD: railway transport. SUBSTANCE: retarder has starting position 1 and braking position 2 whose power cylinders are arranged at distance B equal to vehicle bogey base. Power cylinders interact automatically through hydraulic system. Connected to input of hydraulic system is distributing device 11 pneumatically coupled with control system. Power cylinders 3 of starting position 1 are hinge- connected by pressure beam (at a distance equal to 0.5 of distance B) engaging with wheel flange. Power cylinders convert kinetic energy of vehicle into hydraulic impulse on braking position and in above-indicated distributing device made in form of pneumohydraulic compensator whose return-feed valve hydraulically interacts with movable partitions of cylinders connected to above-indicated control system. Braking position 2 has power cylinders 18 installed horizontally on movable yokes 19 which have independent flexible suspension mounted on base and made in form of pneumatic cylinder 23 by means of which yokes 19, straddling the rail, engage with the latter through guides secured on rail.
