FIELD: civil engineering. SUBSTANCE: device has a depot of lime, a depot of clay, a depot of bitumen, bitumen dosing apparatus, a depot of asbestos, water dosing apparatus, mixer, emulsifier, tightproof hollander to stabilize temperature, composition and dispersity of components, filter to remove coarse and solid inclusions. High-speed mixer is connected to tightproof hollander through piping, and to bitumen dose apparatus through electromagnetic valve. The filter to remove coarse and solid inclusions is installed between the mixer to prepare pulp and tightproof hollander. Water dosing apparatus is connected to the mixer through piping, and to tightproof hollander. High-speed mixer is connected to mixer/accumulator of final mastic or paste. High-speed mixer has cylindrical casing, provided with extension/diffuser on one its end. A shaft, provided with conical blades installed along all its length, is positioned in the casing.
