FIELD: tire and industrial rubber industries. SUBSTANCE: the modifier is a composition comprising (wt%) 25-50 phenolformaldehyde or epoxy resin; 1-10 an inorganic cobalt compound; 4-10 boric acid, and 30-70 silicate filler. The new modifier renders high static and dynamic strength of bond of rubber with brass plated metal cord after ageing in a gas vapor medium and in a common salt solution, and simultaneously improves the modulus of elasticity and hardness of rubber. In case of multiple shear, the factor of stability of adhesion strength of bond after gas-vapor ageing at 90 C for 96 hours is 0.30-0.35 and the corresponding index for the prototype is 0.20-0.25.
