The device is equipped with a pneumatic drive with an exhaust branch pipe. The mixing fixture has shells and reflector baffles, shaft with blade wheels and cutters located on it. The mixing fixture is connected with the exhaust branch pipe. The baffle is made as a plate with the conical convex bottom. The shell is located inside the baffle with the formation of recirculating channel in the form of a ring-shaped nozzle. Each blade wheel is made in the shape of a screw propeller.
