FIELD: ventilation and air-conditioning systems. SUBSTANCE: throttle 9 is mounted on end of hollow shaft 4 of perforated flange 14 and is connected with thermoregulator 10 by means of lever. When ambient air temperature drops below 0 C due to change in weather conditions, thermoregulator 10 turns throttle 9 around perforated flange 14 with the air of lever 13 due to change of linear sizes. As a result, throttle 9 closes holes in flange 14, thus reducing amount of cold air flowing inside shaft 4 and keeping flow rate of cooling agent at such level which is necessary for condensation due to which subcooling of medium being treated is excluded at negative temperatures of ambient air. In case of considerable drop of temperature of atmospheric air, throttle 9 fully cuts out supply of cooling agent to shaft 4 and condensation process is effected only due to cooling the ends of shaft 4 and impeller 6 which are in contact with cold outside air. EFFECT: avoidance of subcooling of medium being treated and enhanced economical efficiency of heat exchange at negative ambient temperatures through stabilization of heat exchange between medium being treated and cooling agent due to compensation for change in temperature gradient by respective change in flow rate of cooling agent. 3 dwg
