FIELD: metal forming. SUBSTANCE: machine includes the frame 1, the struts 2, supporting the upper roll 3 and the lateral side rolls 4. The removable plate 5 with half-rings 6 is mounted on the side rolls. The flat cutter 7, normal relative to an axis of the upper roll 3, is secured to the plate 5. The flat cutter supports a tool in the form of the annular knife 8, limited from axial motion by two pairs of steel half-rings 9. At a side of cutting edges of the knife 8 between the knife and the pair of the steel half-rings 9 the elastic rings 10 are mounted. The rings 10 have a diameter, being more, than a diameter of the knife 8 by a thickness of the material to be cut. EFFECT: improved design. 1 cl, 2 dwg
