FIELD: mechanical engineering. SUBSTANCE: device has a clutch. The movable clutch part of the clutch is spring- loaded. The drive for moving the movable clutch part has a spring mechanism mounted in bearings of the housing for permitting loss of stability when the bend of the spring is a maximum. There is a pause governor made up as a housing with a control member that forms a space together with the housing bottom and rod connected with the control member and control cam.
