FIELD: mining industry. SUBSTANCE: device has drilling bit with packer and pipe mounted on drill rods. Made in center of drilling bit are passages for washing fluid. Also provided are ports in its end parts and perforated openings in pipe. Pressure of fluid at hydraulic breakage event is transmitted to walls of drilled hole zone, thus forming hollows (fissures) in rock mass, at filtration even for solidification of drilled hole zone under pressure solidifying fluidic solution is delivered under inflatation type packer to ensure pressing of device against walls of drilled hole, and injection of solidifying solution into rock mass. For both rock mass treating modes to oppose counterpressure there are check valves in the form metal balls which shut off outlet openings. For unobstructed movement of device toward drilled hole mouth and its functioning in drilled holes without casing tubes, drilling bit is double-stage. EFFECT: high efficiency. 2 cl, 1 dwg
