FIELD: pipe line engineering. SUBSTANCE: device has housing 1, central rod 2, one end of which is provided with a cutting tool made up as end face milling cutter 3 and drill 4, and facility for setting central rod 2 in forward motion and rotary motion made up as a hydraulic drive namely cylinder 6 and piston 7. One end of Rod 2 is movably connected with piston 7 by way of bearing support consisting of radial ball bearing 8 and end face ball bearing 9. Rod 2 is set in rotation through an electric drive, wedge-belt transmission or chain transmission, worm reduction gear and driving shaft 20. One end of the shaft is rigidly secured to worm wheel 19. The other end of the shaft is provided with gear wheel 25 which is rigidly secured to it and engages gear wheel 27 mounted on rod 2. The device is also provided with a service branch pipe made up as pipe 30 of variable outer diameter and sealing flange 31 rigidly secured to the end face of pipe 30 and provided with shutting-off actuating flange 28 which is used for securing the service branch pipe to flange 29 made in housing 1.
