FIELD: TV devices. SUBSTANCE: encoding part of device has delay gate for delay of information in input frame, decoding unit for decoding of compressed information and output of information with restored frame and unit which measures side distortions. Latter unit receives information from restored frame and measures level of locking distortions by means of information from two above-mentioned frames. This results in possibility to provide characteristics for further processing. Decoding part of device has receiver which receives transmitted information and further processing characteristics, which are encoded by encoding part of device. In addition device has second decoding unit which decodes and restores encoded information, and filter for adaptive filtration of output of restored information from second decoding unit according to further processing characteristics. Locking errors on unit sides are eliminated so that person does not perceive decreased picture quality. EFFECT: suppression of side-effect distortions without decrease in resolution. 17 cl, 5 dwg
