One of pulleys of stepped block accommodates loop of flexible tie-rod which is attached to element for fixation of extremity to be developed. Rod is rotatable simultaneously with block to make possible oscillatory movements of extremity fixing element. Rod can be coupled to drive for setting in into rotary motion.
