SUBSTANCE: device has power supply source, plate, base, electromotor with pulley mounted on the plate attached to the base by means of uprights and eccentric unit with pulley joined with belt transmission to the electromotor pulley and rotatably mounted the uprights. The device has body mounted on base. The base is trough-like and has slits for fastening belts for fixing extremities. Front board with tumbler and socket for setting power supply source are mounted on convex surface of the base. Built-in power supply members positioned in a section fixed on front panel and one of uprights. The eccentric is mounted between uprights on axle.
