FIELD: manufacture of building materials, particularly, cement mixes for mixing structural concretes based on organic fillers; may be used in manufacture of guarding and load-carrying wall structures of buildings and agricultural structures. SUBSTANCE: mix includes, mas%: cement, 32-49; quartz sand, 22-27.7; crushed wastes of fraction sizing up to 10 mm of expanded polystyrene with density of at least 60 kg/cu.m or polyurethane foam with density of 100-180 kg/cu.m, 6.2-24.7; sewage water of electroplating based on calcium surfaces and sodium chloride, 13.7-19.6.
