FIELD: manufacture of building structures. SUBSTANCE: quality of binder can be improved by improving early strength and grade also by using wider range of raw materials and industrial waste to manufacture binder. Claimed binder comprises (wt%): 74-81 granular blast furnace slag; 15-20 neutralized phosphorus gypsum; 4-6 fine lime mild production waste which result from lime mild production. Specific surface area of individually or jointly crushed slag, phosphorus gypsum and fine slaking remnants is 3000-3500 sq.cm/g. Compression strength of samples of cement paste of standard density and standard hardening of 7 days and 28 days are 15-23 and 34-43.8, respectively. EFFECT: enhanced strength. 4 tbl
