FIELD: polymer production. SUBSTANCE: hydroxyl-containing component is prepared by mixing at a temperature not higher than 30-35 C, wt.parts: (i) polyoxyalkylene glycerol with mol.weight 4500-6000 and hydroxyl group content 60-100 wt.-% , 100; (ii) bulk copolymer of polydimethylsiloxane with oligooxyalkylenediol as foam-controlling agent, 0.002-0.01; (iii) mixture of 1,4-diazabicyclo(2,2,2)octane and dimethylethanolamine as catalyst, 0.57-0.68; and (iv) N,N,N',N'-tetrahydroxypropyleneethylidenediamine, 1.1-1.5; in presence of water, 3.0-4.0.
