SUBSTANCE: system includes rotational speed sensor 1, speed sensor 2, mode selector 3, optimal conditions shaper 4, monitoring unit 5, control signal shaping unit 6, rotational speed governor 7 and diesel engine fuel rack 8. Generalized output of mode selector 3 is connected with generalized input of shaper 4, output of sensor 1 is connected with first input of monitoring unit 5 whose second input is connected with output of sensor 2. Generalized output of shaper 4 is connected to third generalized input of monitoring unit 5. First and second outputs of monitoring unit 5 are connected with first and second inputs of unit 6 whose output is connected with input of speed governor 7 whose output is kinematically linked with diesel engine fuel rack 8.
