FIELD: medical engineering. SUBSTANCE: device has power supply source attached to electric motor 2 mounted in casing 1. Electric motor 2 has rotatably mounted outlet shaft 3 having rigidly fixed cylindric carrier 4 eccentrically positioned with respect to the longitudinal axis of the shaft. Carrier 4 is kinematically coupled with cutting instrument like saw 7 by means of converter unit mounted in detachable nozzle 5 easily fixable on casing 1 of engine 2 and has fork and means for transforming mode of engine shaft motion into the cutting instrument movement so that it couples kinematically the cutting instrument and dog 9 of fork 8 having two protrusions 10 on the internal surface on opposite sides, each having shape of a half-cylinder which longitudinal axis is set in perpendicular to the longitudinal axis of fork 8 and one of generatrices of protrusions 10 is engageable with outer cylindric surface of carrier 4. The device has speed control unit turning rotation direction of eccentric carrier 4 every lead of which is connected to electric motor power supply source unit.
