SUBSTANCE: the offered electrode is used as a cathode of low hydrogen overvoltage in electrolysis of water or aqueous solutions, for instance, of alkali metal chlorides. Durable cathode of low hydrogen overvoltage have coating which has outer layer containing, at least, 10% of cerium oxide, and, at least, one nonnoble metal of group 8. Such cathodes may be produced by using method including, at least, application of coating to metal base with intermediate coating containing cerium oxide, and at least, one nonnoble metal of group 8 by plasma spraying of intermetallic compound of cerium and nickel, and heating of intermediate coating in nonoxidizing atmosphere.
