FIELD: hydraulic power engineering. SUBSTANCE: method comprises converting forward flow into rotary flow, two vertices rotating in opposite directions being formed. When the flow depth does not exceed three linear dimensions of a hydraulic plant the velocities at the outsides of the vortices should be equal. When the depth of the flow exceeds the three dimensions of the plant the direction of velocities of the vortices and flow should be opposite. The hydraulic plant has frame with two vertical hollow rotation bodies made up as hollow cylinders and take-off shafts mounted inside the cylinders and provided with two vane turbines mounted one above the other. The shafts are mounted for permitting rotation in opposite directions. Each of the cylinders is provided with the inner wall made up as a tube of variable cross-section secured so that to form a passageway converging to the top. The shafts are tubular and secured to the inner axles connected with the frame. The vanes of the top and bottom turbines are symmetrical with respect to the axis of rotation and secured to the outer side surfaces of the shafts and cylinders, respectively. The walls of the cylinder, tube, and shaft are rigidly interconnected to form a united rotor system. The vanes of the rotor turbines point in opposite directions that allows the rotors to rotate in opposite directions. EFFECT: enhanced efficiency. 4 cl, 4 dwg
