FIELD: waste water treatment. SUBSTANCE: invention relates to problem of separation of suspended solid particles from liquids by way of precipitation using flocculants or coagulants and may be employed for treating industrial waste. Method includes addition of aggregating agents to disperse system; agitation of resulting mixture with gradients of liquid movement velocity 104- 106 s-1; successively passing through two photometric cells washing solution and disperse system containing aggregating agent and, simultaneously passing through one cell another disperse system containing aggregating agent and being preliminarily agitated. Thereafter, one measures difference of optical transmission capabilities of filled cells and calculates aggregation capability value (η) from formula: h = (Vm- Vc)/(Vn- Vc),, where Vm is difference of optical transmissions when one cell is filled with disperse system containing aggregating agent and the other containing the same and preliminarily agitated; Vc is difference of optical transmissions when the two cells are filled with disperse system containing aggregating agent; and Vn is difference of optical transmissions when one cell is filled with disperse system containing aggregating agent and the other filled with washing solution. Device contains disperse system and aggregating agent delivery unit, washing solution delivery unit, container for agitation made in the form of cylinder with coaxially installed therein another cylinder free to rotate, two photometric cells, two hydrodynamic commutators, and bubble filter.
