FIELD: explosive materials. SUBSTANCE: composition has, %: dibasic fuel, 20-99.8; sensibilizing agent, 0.02-75.0; and retarder, the balance. Sensibilizing agent: monobasic fuel or hexagen, or octogen, or aluminium, or aluminium-magnesium alloy, or oxides, or metal salts, or multicomponent mixture. Retarder: industrial or equipment oil, or their mixture with ammonium nitrate, or multicomponent mixture. Method of making the composition involves grinding dibasic fuel under water, drying the prepared particles with air at 60-90 C, retardation and sensibilization.
