The second electrode is located in cone. Provision is made for multiple amplification of shock wave to enhance effect of electrohydraulic-pulsed treatment. Focal distance of wave reflected from cone surface is selected from condition of location of focal points on the surface exposed to treatment In case of treatment of hydrate plug, focal distance of wave reflected from cone surface is selected from condition of location of focal points at distance from treated surface towards body of plug, exceeding distance of focal points from wall of well pipe. The device for embodiment of the offered method has body with fastening head and electrode in form of cone or pipe. The second electrode is located in cone. Insulator is located between electrodes.
