FIELD: water and gas treatment. SUBSTANCE: invention relates to treating industrial and household waste waters, process gas releases, drinking water and swimming pool water, as well as to disinfecting agriculture process equipment and produce. Plant contains, separated by dielectric insulator and discharge zone, low-voltage electrode and high-voltage electrode with cooling cavities equipped with insulating inlet and outlet connecting pipes; pump, and heat exchanger interconnected by pipelines in such a manner that their internal spaces form recycle circuit filled with coolant liquid and are hydraulically isolated from discharge zone; and electrode power-supply system. Plant also has a reservoir with coolant liquid and inert gas cushion connected through pipeline to pump inlet and disposed above the plant. Into the circuit before inlet connecting pipes, hydraulic filter is included. Inner surfaces of circuit, reservoir, and pipelines are made of materials resistant to corrosion in coolant liquid medium. As the latter, distilled water is utilized.
