SUBSTANCE: device has electrolyte tank which bottom is made from porous cork, air constriction unit, electrolyte forced spilling unit, which valve is located in hole of porous bottom. Electrolyte forced spilling unit has unit for control of valve position with indicator of valve position. Lower part of valve is connected to rod which is extended below edge of porous cork of bottom for any position of valve. unit for control of valve position may be designed as worm gear.
