SUBSTANCE: energy of translational motion of air flow before entering wind motor 7 mounted on aerostat is converted into energy of rotary motion by swirling air flow in spiral narrowing passages of annular air intake forming vortex whose peripheral layer is exhausted to aerostat envelope; after interaction of central mass of vortex with wind motor 7, energy of translational motion of carrier gas is used for creating the control forces.
