FIELD: office and room heating. SUBSTANCE: device has current-conducting layer which is embraced by insulation layers on both sides. In addition device has heat-reflection layer which is made from metal or metal-coated polymer film which is applied on surface of heater. Current- conducting layer is made from carbon-fiber paper which opposite sides are connected to two main current-supply lines. Additional supply lines may be located between main ones. Current-conducting layer is covered with perforation which takes 5-50% of its area. Insulation layers are made from thermoplastic polymer film. Size of insulation layers is greater than size of current-conducting and heat reflecting layers. Heater may be designed as either flat article or three-dimensional (corrugated) article.
