SUBSTANCE: device has at least one drum 2,3 with wires installed on vehicle 1 moved along rail track. Two lifting booms 4,5 are installed on load platform of vehicle 1. Each boom is mounted on load platform on slewing table 6. Mechanism 8 is mounted on free end of each boom 4,5 by means of support 7 to provide paying out, retraction or fixing the wire 9. Hydraulic cylinder 10 serves for lifting and lowering boom 4,5. Mechanism 8 is installed on boom 4,5 so that wire 9 freely paid off from drum 2,3 is positioned at mounting and final laying of wires.
