FIELD: electrical engineering; off-line power supplies. SUBSTANCE: working member is pre-treated until atomically clean surface is obtained, placed on one of electrodes, and installed in vacuum chamber; other electrode is connected to positive terminal of DC power supply and rotated; leakage current in working-member-first-electrode-second-electrode circuit is measured; as soon as leakage current drops to zero, electrodes are removed and working member is installed between other electrodes connected to positive terminal of DC power supply; before doing so, temperature in vacuum chamber is reduced to 5-10 K; leakage current is measured again and as soon as it drops to zero, temperature in vacuum chamber is raised to normal value, then potential across working member is measured. Working member is made in the form of disk whose diameter is at least 80-100 times greater than its thickness and placed on surface of first electrode mounted for coming in contact with second electrode; working surface of first electrode contacting that of second electrode is built up of composite segment-shaped disk whose segments are made of alternating conducting and insulating materials, and working surface of second electrode mounted for rotation has alternating projections and depressions; third and fourth electrodes replacing first and second ones are made of copper in the form of bars; working member is placed coaxially between them. Result is that electrical energy storage has volume power density higher than 10 GW/cu.m. EFFECT: increased power and power density of off-line energy storage. 3 cl, 2 dwg , 1 tbl
