SUBSTANCE: controller has portable program panel with programmed control unit which may be mounted on object, with control program being set up in control unit memory. Each control unit has counters, AND gates and working storage, where control program is set up. Signals are supplied from process sensor to counter and further to working storage inputs. Input parameters are used to start irrigation programs which may be realized as time pulses indicative of volume and time characteristics. Record programs of required irrigation data may be changed over by means of related tumblers to irrigation realization program. EFFECT: increased efficiency by optimized irrigation process and reduced water consumption. 2 dwg
