FIELD: railway transport. SUBSTANCE: to control non-occupancy of track line signal is transmitted to and received from track line by means of transmitter-receiver, and value of its envelope at input of receiving part of transmitter-receiver is determined basing on which cumulative sum is found which is compared with preset threshold and if obtained value exceeds value of preset threshold, track line non-occupancy signal is formed, and otherwise occupancy signal is put out. When placing transmitter-receiver in track line, teaching signal is applied to line and signal indicated above is applied after a lapse of time equal to duration of teaching signal. Average values of envelope at input of receiving part of transmitter-receiver are determined which correspond to normal and shunting conditions and are used as preset initial values when determining cumulative sum.
