FIELD: inorganic synthesis. SUBSTANCE: in a composition containing calcium salt, magnesium salt, urea, and water, the two salts are nitrates and composition also contains a surfactant. Composition is made up of the following components, wt. -%: calcium nitrate, 18.7-20.7; magnesium nitrate, 16.7-18.7; diamminocobalt, 58.6-60.6; surfactant, 1.0-5.0; and water, the balance. When preparing composition, calcium nitrate is used prepared by treating quicklime with nitric acid, urea is added to neutral solution of calcium and magnesium nitrates, magnesium-containing reagent employs magnesium nitrate or magnesite, surfactant is neonol taken in amount 1-5 wt.-%, nitrate solution is neutralized by lime milk, and reactants are mixed at 50-90 C for 25-35 min.
