SUBSTANCE: device has incoming units 4.1-4 and output units 5.1- 5, first-level commutation circuits 1.1-1.n, second-level commutation circuits 2.1-2.n, additional commutation units 3, first and second information storage and access units 6 and 7, four hubs 8, 9, 10 and 11 for "2p" service sets 12-12, and transmission protocol negotiating unit 13. This results in decreased possibility of deadlocks for standard users, practical elimination of deadlocks for privileged users, database access and information exchange with detectors, information transmission to physical addresses and open transmission lines.
