FIELD: agriculture, in particular, weed control equipment. SUBSTANCE: device has plate manufactured from light-transmitting material and provided with central opening. Plate has surface sloped from outer perimeter to central part and at least one tear belt allowing central opening to be enlarged, and at least one transverse channel for connecting plate central opening with outer perimeter. Bead is extending along outer perimeter adjacent to convex side perpendicular to plate surface. Height of bead is determined by formula H = M tgα, where H is bead height; M is minimum distance from plate outer perimeter to its center; α is angle of inclination of plate from its outer perimeter to center relative to horizontal plane. Plate may be placed above rootstock of plant of any size without putting it through top part of cultured plant. Plate allows moisture content of surface soil layer to be controlled and heat mode to be stabilized. EFFECT: increased efficiency by providing adequate course of biochemical processes occurring in surface layers of soil, simplified construction and enhanced reliability in operation. 3 cl, 2 dwg
